TopRete — Community and Publishing Guidelines

Version: 1.0

Effective date: 20 August 2026

1. Respect for people

Content that incites hatred, discrimination, degradation or violence on the basis of race, skin colour, nationality, ethnic origin, religion, sex, gender identity, sexual orientation, disability, origin or other characteristics protected by law is prohibited.

Criticism of a state, organisation, business, religion, political idea, product or service is not in itself a violation.

2. Insults and harassment

Targeted or systematic harassment, degrading personal insults, threats, intimidation, calls to pursue another user and publishing personal data with the intention of causing harm are prohibited. Ordinary criticism, disagreement or a negative review is not in itself harassment.

3. Threats and violence

Credible threats of physical violence, calls for attacks and the organisation of violent acts are prohibited. Context, including journalistic, historical, educational and artistic context, is considered during moderation.

4. Misleading advertising

Knowingly publishing false or materially misleading commercial information is prohibited, including fictitious prices or discounts, non-existent goods, false characteristics, fabricated reviews, counterfeits presented as originals and false claims of an official partnership. An error or outdated information is not automatically considered a violation.

5. Fraud

Phishing, pyramid schemes, fake shops, deceiving customers, unlawful collection of payment data, malicious links and impersonating another person or business are prohibited.

6. Spam

Mass publication of identical posts, meaningless automated content, bulk unsolicited messages, artificial manipulation of metrics and redirection to suspicious resources are prohibited.

7. Illegal goods and services

TopRete may not be used to offer goods or services prohibited by applicable law.

8. Personal data

Publishing another person's home address, private phone number, identity documents, financial data, passwords, intimate material or other confidential information without a lawful basis is prohibited.

9. Reviews

Positive and negative reviews are permitted. Knowingly fabricated or mass-commissioned reviews, review-based blackmail, reviews of interactions that never occurred and concealed advertising for a competitor are prohibited.

10. AI moderator

TopRete may use an AI moderator before or after publication. It evaluates hate speech, threats, harassment, discriminatory insults, spam, fraud, illegal offers, potentially deceptive advertising, personal-data disclosures and other serious violations.

A single word must not automatically determine that a violation occurred. Context, quotation, denial, humour, discussion of a violation, and educational and artistic context are taken into account.

11. Response levels

Allowed — publication without restrictions.

Warning — a suggestion to revise the wording.

Requires review — a temporary restriction pending further review.

Clear violation — obvious threats, fraud, severe hate speech and other unambiguously prohibited content may be blocked automatically.

12. Automated moderation errors

AI can make mistakes. For significant decisions, the reason, category, time, content identifier, automated-check result and review history should be retained.

13. Reports

Users should be able to report at least a post, comment, user, business or message. A report is a signal for review, not proof of a violation.

14. Measures

Depending on severity and repetition, TopRete may warn a user, remove material, restrict a feature, temporarily restrict publishing, suspend or delete an account, remove a business or restrict access.

15. Repeated violations

A history of confirmed violations may be considered in subsequent moderation decisions.

16. Circumvention of moderation

Intentionally evading moderation by replacing letters with symbols, encoding prohibited appeals, creating new accounts following a suspension, placing prohibited text in images or using other circumvention methods is prohibited.

17. Moderation principle

TopRete permits criticism, disagreement, strong opinions about goods and services, negative reviews, humour and discussion of controversial topics. The boundary is crossed when content becomes threatening, harassing, discriminatory, fraudulent, illegal or intentionally misleading.
